NEEEP/CVOR Tests

Owners/operators of businesses involving buses, trucks or tow trucks need an Ontario Commercial Vehicle Operator’s Registration (CVOR) certificate.

As of May 1, 2025, DriveTest no longer offers the CVOR/Tow Truck/Bus test. This has been replaced with digital module training. For additional information regarding the New Entrant Education and Evaluation Program (NEEEP), please contact the Ministry of Transportation.

Testing for Owners/Operators of Truck, Bus or Tow Truck Fleets

Like commercial drivers, owners/operators must have sound knowledge of vehicle maintenance practices and pertinent laws for driving transport and carrier vehicles safely on Ontario’s roads.

If you are an owner or operator of a truck (or fleet of trucks) that has a registered gross weight of over 4,500 kilograms, a bus (or fleet of buses) that carries ten or more passengers, and/or a tow truck (or fleet of tow trucks), you must apply for, obtain, and renew a Commercial Vehicle Operator’s Registration (CVOR) certificate.
